A project meeting was held at 300 N.
Flower, room 749 on May 20, 2002 at 9:00 am. The purpose of
the meeting was to discuss the Baby Beach State of the Beach
investigations and reports and plan the path forward.
Data Mining
Andrew Lissner discussed the progress
of the data mining. Most of the data has been received and
has been normalized into a consistent database. A small number
of records required alteration. Andrew will flag the records
that were altered prior to sending the normalized database
back to the County. SAIC will continue to contact people to
collect other data sets such as wind data, bird data, event
data, etc. to find potential correlating events with the bacteriological
spikes in the data. Elizabeth Gonzales to send the 2000 fecal
data to Dr. Lissner.
By the end of June, SAIC will complete the initial data mining
task and produce plots and preliminary conclusions from that
work. At that time, the data mining results will be sent to
the County of Orange and to Donna Ferguson at Orange County
HCA to use for planning the bacteriological source tracking.
In addition, Liz Gonzales will assist with quality assurance
of the data being used.
GIS map development will take place at the end of June. Coverages
from the County of Orange should be available by that time.
Tom Rossmiller reported that additional coverages being developed
as part of the Dana Point Harbor Redevelopment program may
be available. Tom Rossmiller will find out when they will
be available for use by the Baby Beach team.
SAIC will coordinate with Tammi Halle in Environmental Health
to GPS-survey the sampling locations for the routine indicator
parameter sampling (AB 411).
Categorical Exemption
SAIC will complete the draft CE
memo this week and submit to Richard Haimann at the County
of Orange. The County will turn it around and begin the certification
process this week.
Tidal Circulation Study
Following the May 23rd meeting at Scripps with John Largier,
SAIC will develop a tidal circulation study work plan. This
will be completed by the end of June. Tom Rossmiller will
work with SAIC to the extent of his availability to assist
with the plan. Tom Rossmiller shared a substantial amount
of anecdotal information regarding movement of water and sand
at Baby Beach suggesting that circulation occurs. The tidal
circulation study work plan will take this information into
account.
Bacteriological Source Tracking
Donna Ferguson discussed some of
her thoughts regarding the bacteriological source tracking
studies. She is currently considering sampling for indicator
parameters (total coliform, fecal coliform, and enterococci)
for an intensive period to determine correlative factors,
then using this data to sample for bacteroides and community
analysis. She needs the results of data mining to finalize
her work plan. Donna will complete her work plan, which will
include a sampling, and analysis plan and a quality assurance
project plan in July, following the receipt of the data mining
results.
To collect samples, Donna may need staff outside her department.
She will determine her staff needs and staff will be secured,
probably from SAIC, for the field-sampling event. Budgets
will be shifted accordingly from HCA to SAIC, as required.
Donna will coordinate with Richard Haimann and Andrew Lissner
regarding her field sampling needs.
State of the Beach Report
The results of the data mining,
tidal circulation study, and bacteriological source tracking
will be combined into one State of the Beach Report. SAIC
will be the manager for development of this report. The County
of Orange HCA will provide their analysis and conclusions
regarding bacteriological source tracking to SAIC for incorporation
in the report. SAIC will provide the report to HCA and the
County of Orange for review. The schedule for the report will
be determined based on the schedules developed for the tidal
circulation study and the bacteriological source tracking
study.
Other Items
The team agreed to have a bi-weekly
conference call. SAIC will provide the call in number. The
next call will be June 11 at 9:00 am. Richard Haimann will
e-mail Andrew Lissner the number of ports needed.
Richard Haimann re-iterated the state's goal of implementing
BMPs with the funding package provided. The studies are the
first step in BMP implementation. The project schedule needs
to accommodate BMP implementation in 2003.
